Board of Supervisors
District Board members serve three year terms, two Supervisors are appointed by the Commissioner of the Department of Agriculture, Conservation & Forestry and three Supervisors are elected. Our Associate Supervisors provide additional support to the Board and Staff but do not have voting privileges.

Carol Ann Doucette, Chair
Carol Ann joined the team in 2012 as a result of the partnership of the Little Sebago Lake Association with the Conservation District. As a resident of Windham and a former resident of Gray on Little Sebago Lake, she was actively involved in the District watershed survey projects. She also served on every District Steering Committee for Little Sebago Lake and was part of the first-ever Milfoil Initiative representing Little Sebago as the president of the Little Sebago Lake Association. Thanks to some of her efforts, a $500,000 grant was obtained to help with milfoil mitigation and a plan of action was developed to deal with milfoil mitigation throughout the state.
Carol Ann has been a Realtor for 34 years, currently an agent for Locations Real Estate Group in Falmouth. Her skills greatly contributed to the District's purchase of its current building, making it the only conservation District in the state to be owners. As the Board Chair, she wears many hats in helping to manage the District-owned building which include overseeing the board, taking care of building maintenance, and facilitating projects within the building and adjacent rental space. One of her favorite self assignments is tending the vast gardens at the District and welding a paintbrush in sprucing up the close to 8,000 square feet of building space at the District. She also plays an active role in reaching out to the town of Windham when needed. Carol Ann's unwavering motto is to support the District's staff in any way she can so they can continue their amazing work. She lives in Windham with her husband Neal and their cat Ginger.

Robert Malley, Vice Chair & Treasurer
Robert retired from the Town of Cape Elizabeth after 41 years with the Public Works Department. He was appointed to the position of Director in 1986 and served in that capacity for over 34 years. In addition to a multitude of responsibilities, he managed the town's stormwater management program and was an active member of the Interlocal Stormwater Working Group, for which the District provides educational, public outreach, and meeting facilitation services. Robert's interest in the Board is due in part from the mentoring by his late father (John C. Malley), who had a long relationship with the District during his career with the Soil Conservation Service (now the Natural Resources Conservation Service). He enjoys being near the water along with outdoor activities such as snowmobiling, ATVing, and skiing. He resides in Cape Elizabeth with his wife, Becky, and their dog, Stormy.

John Blake, Supervisor
John has participated in and supported many District programs over the years including agricultural projects, watershed protection, and raising awareness of services provided by the District. With an education in agriculture, John has helped the District adapt to new farming methods, management, and technology. As a resident on Watchic Lake, John leads by example with several best management practices installed around his property to help protect its water quality so it is safe for his family, friends, and neighbors to enjoy.

Bill Bamford, Supervisor
Bill Bamford is from Cape Elizabeth, where he operated Maxwell's Farm with his family. Bill believes that soil and water conservation is a huge concern for our world and our country, Bill wants to to pass on that taking care of our soil and water resources is important and we need to leave our resources in a better state than we found them for future generations.

Chris Olson, Supervisor
Chris joined the District Board after participating in several District education programs as a local science teacher. Her passion to create future environmental stewards aligned perfectly with the District’s mission. Even after retiring from Falmouth Middle School, Chris plays an active role in supporting the Youth YardScaping program and District lessons in local schools. Chris enjoys spending time in her gardens and traveling to visit with family and friends.

Anthony Amico, Associate Supervisor
Anthony joined the District in 2012, and is currently a Finance Manager with Ascentium Capital. He participated in the Young Emerging Leaders Program through the Institute for Civic Leadership, which places young adults on non-profit boards. Upon completion of the program, Anthony selected the Soil and Water District Board for its commitment to a better environment. He resides in the town of Cumberland with his wife Elise and two children Cameron and Avery.

Jack Flaherty, Associate Supervisor
Jack joined the District in 1976. Jack and his family operate Flaherty’s Family Farm in Scarborough, a 285-acre operation specializing in freshly grown produce, flowers, and other local products. He has been a District cooperator since 1976 and served his first term as a Supervisor on the District Board in 1979. Jack has a strong commitment to improving soil health and water quality and has installed many conservation practices on his farm adjacent to Scarborough Marsh. Jack is a member of the Cumberland County Farm Bureau, Maine State Greenhouse Growers Association, American Legion, and the Maine Small Fruits and Vegetable Growers Association.

Scott Gorneau, Associate Supervisor
As Vice President of Stormwater for Convergent Water Technologies, Scott is responsible for managing accounts seeking to grow their businesses by offering innovative green infrastructure\low impact stormwater solutions that enable new applications and raise the bar on performance, cost effectiveness and verification. Through his work he has been fortunate to have supported a variety of stormwater engineering design projects here in Maine and all over the world.
Earning a BS in Biological Systems Engineering in 1996 and a MS in Agricultural and Biological Systems Engineering in 1998 from the University of Nebraska-Lincoln provided the necessary knowledge for Scott to launch his career into the technical sales and the specified engineered products industry. He is a Registered Professional Engineer in Maine and New Hampshire, and a Maine Certified Stormwater Inspector.
Growing up in Maine, he was fortunate to experience an abundance of natural resources in both summer and winter and from that developed a strong appreciation and passion for managing soil and water resources. He is proud to call South Portland and Cumberland County home, where he resides with his wife of 26 years and two remarkable children.

Rob Woodman, Associate Supervisor
Rob graduated in Civil Engineering from the University of Wollongong, Australia. He spent the first 10 years as a design and project engineer for a private engineering consulting firm in Southern Maine, supporting a variety of civil and stormwater engineering design projects for private and public sector clients, including work with the District on the well-known Long Creek Restoration Project. Rob works for Ferguson Enterprises and currently serves as the National Urban Green Infrastructure Manager where he works with engineers and landscape architects solving stormwater-related challenges with a series of innovative solutions. He is a Registered Professional Engineer in Maine and Pennsylvania, a Certified Professional in Erosion and Sedimentation Control, Maine DEP Certified Stormwater Inspector, Master Gardener, and entrepreneur. Rob is proud to now call Gorham, Maine home, where he is fully involved in the community with his wife, Jessi, and four children, Elle, Sadie, Gracie, and Judah.
