Christopher Baldwin, P.E., CPESC District Engineer
Chris has worked for the District since 2003, providing engineering, technical, and training assistance to all District programs. Chris also oversees the District’s Development Review Program, evaluating development plans for stormwater management and erosion and sedimentation control and performing third party inspections during construction. In addition to engineering assistance, Chris works with customers to create Spill Prevention, Control, and Countermeasures Plans (SPCC) and Stormwater Pollution Prevention Plans. He also provides training for municipal audiences on stormwater management, SPCC, Illicit Discharge Detection & Elimination, erosion and sedimentation control, as well as Best Management Practice Installation for contractors.

Chris Brewer, District Manager
Chris joined the District in 2013, bringing with him extensive experience in financial management, watershed protection, facilitation, and outreach. Prior to joining the District, Chris was the District Manager at the Penobscot County Soil & Water Conservation District for 16 years. Chris’ primary responsibilities at the District are to manage the fiscal operations of District Programs through assisting Project managers with monitoring project budgets and workloads. Additionally, he manages the finances for the Long Creek Watershed Management District.

Ali Clift, Education & Outreach Coordinator
Ali joined the District in 2018 to implement the many education and outreach programs to residents, municipalities, and businesses in Cumberland County. Her main projects at the District include general District outreach, coordinating the District’s youth education program, implementing stormwater education and outreach for the Interlocal Stormwater Working Group and Long Creek Watershed Management District, organizing the Urban Runoff 5k fundraiser, implementing and coordinating the regional YardScaping program, and coordinating the statewide invasive forest pest outreach program with state and county partners. Ali has a Bachelor of Science degree in Marine Science and Environmental Studies from Eckerd College in St. Petersburg, Florida.

Heather Huntt, CESSWI, Sr. Project Manager
Heather has protected Cumberland County’s lakes and rivers since 2006. Her experience includes managing projects and budgets, writing grants, administrating contracts, providing technical assistance and education services, developing watershed management plans, conducting stormwater BMP inspections, and facilitating group discussions for natural resource solutions. Heather has a Bachelor of Science degree in Biology from the University of Southern Maine and is a Certified Erosion, Sediment, and Stormwater Inspector (CESSWI) through Envirocert International.

Amren Frechette, District Technician
Amren joined the District in 2023 to provide technical assistance for District programs. His responsibilities include performing field work and inspections for stormwater BMPs, meeting general mapping needs of the District, and performing field surveys and data collection for developing projects. Amren has a Bachelor of Science in Ecology and Environmental Sciences from the University of Maine and is currently working on his Graduate Certificate in Geographic Information Systems.

Kristie Munson, District Educator
Kristie joined the District in December 2024 as the District Educator. Her primary responsibilities focus on classroom and community education surrounding local ecology and natural resources. Prior to joining CCSWCD, Kristie was involved in environmental education and sustainable agriculture in various places across the U.S. and abroad. She has dual Master of Education and Master of Science degrees in Environmental Education and Resource Management, respectively, from Slippery Rock University and a Bachelor of Arts degree in Environmental Studies from the University of Pittsburgh.

Kat Wojcik, Outreach & Design
Kat joins CCSWCD after a years-long consulting relationship with the District. She specializes in marketing, design and web management for non-profits and brings a thorough background of branding wisdom to the team. Kat has marketing and communications experience in both public and private sectors, having served large corporations, universities, government agencies and startups as a design consultant and team member. She holds a Bachelor’s of Science in Management and International Business from the University of Connecticut, and has taken an active role in sustainable building projects and climate change awareness campaigns in New England, New York and Puerto Rico.
