Duties and Responsibilities
Perform technical review of development submittals to include detailed construction drawings, stormwater management analyses, phosphorus control plans, and E&SC plans.
Design and review of stormwater best management practices (BMP). Includes the preparation of construction drawings, cost estimates, and specifications.
Perform field third party inspections during construction for erosion and sediment control.
Perform post-construction stormwater BMP inspections and prepare maintenance plans for BMP.
Coordinate and lead the development and implementation of good housekeeping and pollution prevention programs.
Prepare drafts, written reports, press releases, and newsletter articles.
Assist in preparing grant applications related to initiatives that further develop District programs.
Coordinate, develop, and maintain partnerships with citizens, communities, businesses, and organizations to implement and/or further the District’s overall mission.
Represent the District to other groups and to the public at local, regional, and national conferences and events.
Skills and Abilities
Demonstrated ability to:
Develop, review, and relate the contents of engineered drawing and specifications.
Conduct field investigations related to conservation, stormwater, and erosion and sediment control.
Survey and ability to work with conventional and electronic surveying equipment and perform surveys to reasonable accuracy.
Prepare reports and publications with strong attention to detail using Microsoft Office Products.
Develop and execute work plans with measurable outcomes that meet objectives.
Working knowledge of engineering-related computer programs such as HydroCAD, AutoCAD, GIS, HEC-RAS, HEC-HMS, etc.
Physical Ability to:
Traverse large tracts of varied landforms during inclement weather.
Work near large farm animals and heavy construction equipment.
Lift and carry 35 lbs.
Qualifications
Bachelor’s degree from an accredited college or university in civil, agricultural, and/or environmental engineering.
Any equivalent combination of education and experience which provides the knowledge and abilities needed to earn Engineer-In-Training certification within six months of starting employment.
Supervision Received and Exercised
The work is performed under the guidance of the Board of Supervisors with direct support from District Engineer and District Manager. Work experience is focused on achievement of employee’s Professional Registration as a Civil Engineer.

Prepare drafts and written reports.
Perform GIS tasks related to mapping, data collection, data evaluation, and GeoDatabase management.
Assist in preparing grant applications related to initiatives that further develop District programs.
Coordinate, develop, and maintain partnerships with citizens, communities, businesses, and organizations to implement and/or further the District’s overall mission.
Represent the District to other groups and to the public at local, regional, and national conferences and events.
Skills and Abilities
Demonstrated GIS skills to produce maps and collect and evaluate data.
Ability to understand and follow Quality Assurance Project Plans.
Excellent communication skills required, both written and oral, to clearly and concisely present environmental issues to a wide variety of audiences, including the public, scientific professionals, policy makers, decision-makers, and elected officials at all levels of government.
Demonstrated ability and experience in research, development, coordination, implementation, and evaluation of environmental programs, services, projects, and promotions.
Demonstrated ability and experience analyzing complex environmental issues.
Demonstrated ability to work independently of direct supervision to plan and implement complex environmental projects.
Demonstrated ability to effectively work with multiple projects and deadlines.
Valid driver’s license and personal transportation is necessary for this position. Mileage is reimbursed.
Ability to conduct field investigations related to conservation, stormwater, and erosion and sediment control.

Prior experience in planning, coordinating, and implementing environmental programs, preferably relating to watershed management, water resource protection, soil health or agriculture.
Any equivalent combination of education and experience, which provides the knowledge and abilities necessary to perform the work.
Supervision Received and Exercised
The work is performed under the guidance of the Board of Supervisors with direct support from Senior Project Manager and District Manager. Certain projects may require the District Technician to oversee the work performed by volunteers, contractors, and staff ensuring that a project is implemented efficiently, on budget, and on time.
